Vincent Briggs had an unsavory childhood. Becoming a statistic would have been easy, but Vincent never took the easy way out of anything. Intelligent, cunning, and manipulative, he managed to do more than survive. He thrived. Now in his mid-thirties, Vincent is perceived by many as being the best in existence at his job. Valerie Rhoades is the psychiatrist assigned to be Vincent's mental health professional. An employee of the government's New Dawn program, she counsels Vincent and his colleagues as they assassinate criminals the Department of Justice can't build a legal case against.

In time, she learns the inner workings of a killer's mind. The things they didn't teach her in school.

Intrigued by Vincent's ability to separate himself from his work, Valerie can't help but wonder if beneath the killer façade that Vincent might be an anomaly. In time, they develop a rather unique working friendship.

When she learns the truth behind the government's reasoning for the many assassinations on US soil, she contemplates leaving the program.

Little does she know, if she leaves, she'll be next on New Dawn's hit list.
