This book explores how foreign policy fits within the complex constitutional structure of the EU. The structure is characterized by the division of external relations competence between the EU and its Member States. However competence is also divided between the 'pillars' of which the Union is composed: the division between Community competences and the common foreign and security policy. This volume provides both an analysis of the constitutional reality of EUforeign policy and a theoretical analysis suggesting possibilities for reform.
