    Tom O'Carroll é um escritor e ativista pedófilo com dupla nacionalidade britânica e irlandesa. O'Carroll é um ex-presidente do agora dissolvido Pedophile Information Exchange (PIE) e foi ao mesmo tempo um membro proeminente da Ipce, anteriormente conhecida como Pedophile Internacional e Child Emancipation. Em 1980, Tom publica seu livro Paedophilia: The Radical Case, onde analisa racionalmente a pedofilia e disserta um pouco sobre a sua vida pessoal. O livro recebe alguma atenção na academia, gerando debates também na sociedade. Em 2010, O'Carroll aparece com mais um ousado projeto literário: uma biografia focada na vida privada do rei do pop Michael Jackson - em especial nas suas controversas relações com jovens meninos. Escrito sob o pseudônimo Carl Toms, para evitar problemas prévios, o livro teve, antes de publicado, o aval de cinco professores acadêmicos.
