First there war the contagion: the Ebola Gulf A filovirus morbidly dubbed "The Clench", which killed hundreds of thousands of Gothamites before a cure was found by Batman and his allies. Then came the cataclysmo. Measuring 7.6 on the Richter scale and lasting an interminable 20 seconds, a catastrophic earthquake decimated Gotham's infrastructure. Thousands died. Tens of thousands were left homless. The city's most dangerous felons escaped incarceration in the confusion. And, this time, the Dark Knight was helpless to do anything to save his city. The harshest aftershock unexpectedlly came from the U.S. government. As Gotham waited for federal funds and disaster relief to begin rebuilding, Congress ruled that the city was a disaster area beyond help. Not even the Batman, appealing to the power brokers in Washington in his guise as industrialist Bruce Wayne, could convince them otherwise.
